~e~ <br />c~o~~ <br />ADMINISTRATIVE ORDER NO. 58-02-02 <br />of the <br />City Manager of the City of Eugene <br />PROPOSED ADOPTION OF STANDARDS FOR TRAFFIC IMPACT <br />ANALYSES (TIA) ADMINISTRATIVE RULE R-9.8650. <br />The City Manager of the City of Eugene finds as follows: <br />~. A. Section 2.019 of the Eugene Code,1971 (EC) authorizes the City Manager to adopt <br />rules for administration and implementation of any provisions of that Code. Some provisions of EC <br />Chapter 9 which became effective on August 1, 2001, require the submission of an application for <br />Traffic Impact Analysis Review in order to ensure that developments that will generate a significant <br />amount of traffic, cause an increase in traffic that will contribute to traffic problems in the area, or <br />result inlevels of service of the roadway system in the vicinity of the development that do not meet <br />adopted level of service standards, provide the facilities necessary to accommodate the traffic impact <br />of the proposed development. T'he conditions that require a Traffic Impact Analysis Review are set <br />forth in EC Section 9.8670, and are contained in the Standards for Traffic Impact Analyses (TIA) <br />hereinafter set forth. <br />B. EC 9.8675 provides that an application for Traffic Impact Analysis Review shall <br />contain each of the items required by the Standards for Traffic Impact Analyses available from the <br />City. <br />C. City staff has worked with the development community for several months in <br />developing the Standards for Traffic Impact Analyses contained herein, and the City's Transportation <br />Engineer has recommended its adoption. Staff has developed a list of reference materials that may <br />be utilized by the City and applicants in the review and preparation of reports, which is attached as <br />Exhibit B. I have reviewed and concur with the Traffic Engineer's recommendation, and' find that <br />adoption of the Standards for Traffic Impact Analyses Administrative Rule as hereinafter set forth <br />is necessary in order to provide direction in meeting the requirements of the Eugene Code, 1971. <br />Based on the above findings, I therefore propose to adopt the following: <br />STANDARDS FOR TRAFFIC IMPACT ANALYSES <br />ADMINISTRATIVE RULE R-9.8650 <br />R-9.8650-A Traffic Impact Analysis (TIA) -Purpose. <br />As provided in EC 9.8650, the purpose of Traffic Impact Analysis Review (TIA review) is <br />to ensure that developments that will generate a significant amount of traffic, cause an increase in <br />traffic that will contribute to traffic problems in the area, or result in levels of service of the roadway <br />Administrative Order - 1 <br />r:\adminord\rules\O l stdstial ao.wpd(12/06/01) <br />
