(4) R-6.501-D. Due to the renumbering of the Eugene Code, change the Code <br />section references in subsections 1(b); 2(c) and (e); and'3(b), (c) and (d). In subsection 2(f), <br />eliminate the requirement that notices/orders be served by certified mail, and, at the end of <br />the last sentence in the section, change "without" to "outside" as follows: "..., if to an <br />address outside this state." Make the same changes to subsection 3(e). <br />(5) Appendix A -Industrial Pretreatment Program Enforcement Response Guide. <br />Adjust Nature of Violation, Response, Penalty and Personnel sections. Amend "Notes" <br />sections 1 and 3, and add sections 12 and 13. <br />D. I find that the proposed revisions to Industrial Pretreatment Program Administrative <br />Rule as hereinafter set forth are necessary in order to ensure that the Eugene Code sections cited in <br />the Rule reflect the Code sections that have been renumbered; update the names and limitations of <br />specific restn~cted substances discharged; eliminate the requirement to prorate the initial permit fee <br />and change the date that the annual permit fee is due; and eliminate the requirement that service for <br />all notices/orders be by certified mail because many businesses use P.O. boxes and do not pick up <br />the certified mail after receiving notification by first class mail. <br />Therefore, based on the above findings, I hereby propose to amend the Industrial <br />Pretreatment Program Administrative Rule adopted by Administrative Order No. 58-93-17 as <br />follows and amend Appendix Aadopted byAdministrative OrderNo. 58-97-19-F as attached hereto: <br />R-6.501- INDUSTRIAL PRETREATMENT PROGRAM <br />R-6.501-A General Provisions <br />These rules are intended to ensure that the City's pretreatment program complies with the <br />objectives of the Eugene Code, 1971, applicable state and federal law, and rules and regulations <br />adopted thereunder. Notwithstanding the specific requirements of these rules, each industrial user <br />of the City Sewerage System shall comply with all applicable local, state and federal laws and <br />regulations governing the pretreatment of industrial wastes. Therefore, all references in these rules <br />to other statutes and regulations are to'those statutes and regulations as amended. <br />R-6.501-B Specific Restricted Substance Limitations <br />No industrial user shall discharge wastewater containing pollutants in excess of: <br />Arsenic, Total <br />Cadmium, Total <br />Chromium, Total <br />Copper, Total <br />Cyanide, Total <br />Lead, Total <br />0.3 milligrams per liter <br />0.3 milligrams per liter <br />2.0 milligrams per liter <br />1.5 milligrams per liter <br />2.6 milligrams per liter <br />1.4 milligrams per liter <br />Administrative Order - 2 <br />\\Cesrv300\wwdadmin\LINDA\WP\Admin C7der 02lndustrialPretreatment-l.wpd <br />
