ADMINISTRATIVE ORDER N0.58-02-28 <br />of the <br />City Manager pro tem of the City of Eugene <br />PROPOSED AMENDMENT OF INDUSTRIAL <br />PRETREATMENT PROGRAM ADMINISTRATIVE RULE <br />R-6.463; .RENUMBERING AS ADMINISTRATIVE RULE <br />R-6.501; AND REPEAL, OFADMINISTRATIVE ORDERNOS. <br />58-93-17 AND 58-97-19-F. <br />The City Manager pro tem of the City of Eugene fmds that: <br />A. .Section 2.019 and 6.SOlof the Eugene Code, 1971, authorize the City Manager to <br />adopt rules deemed necessary for the administration and enforcement of the provisions of the Eugene <br />Code, 1971. <br />B. Pursuant to that authority, on July 30,1993, Administrative Order No. 58-93-17 was' <br />issued adopting the Industrial Pretreatment Program Administrative Rule for the purpose of ensuring <br />that the City's pretreatment program comply with the objectives of the Eugene Code, 1971, and <br />applicable state and federal law. On October 29, 1997, Administrative Order No. 58-97-19-F was <br />adopted which amended Appendix A of IndustrialPretreatment Program Administrative Rule R-6.463 <br />adopted by Administrative Order No. 58-93-17. <br />C. Staffhas recommended that Administrative OrderNos. 58-93-17 and 58-97-19-F be <br />repealed and. that the following amendments be made to the Industrial Pretreatment Program <br />Administrative Rule and Appendix A: <br />(1) Change the rule number from R-6.463 to R-6.501 in order to tie the rule <br />number to its corresponding Code section. (Section 6.463 of the Eugene Code, 1971, and <br />other Industrial Pretreatment Program Code sections, were previously amended and <br />renumbered. Section 6.501 ofthe Eugene Code,1971, authorizes the CityManager to "adopt <br />and to promulgate as regulations any laws of the ..state or the federal government in <br />accordance with the procedures of section 2.019 of this code.") <br />(2) R-6.501-B. Amend amounts of Restricted Substance Limitations; delete "Oil <br />and Grease, Total" from the list; and change the name of "Oil and Grease, Hydrocarbon" to <br />"Silica Gel Treated Hexane Ext. Material." <br />(3) R-6.501-C.
