ADMINISTRATIVE ORDER NO. 5 8- 0 3- 0 6 <br />of the <br />Executive Manager <br />Public Works Department <br />City of Eugene, Oregon <br />APPROVING THE EUGENE STORMWATER BASIN <br />MASTER PLANS. <br />The Executive Manager of the Public Works Department of the City of Eugene finds <br />that: <br />A. Under the provisions of Chapter 1V, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City,. and is specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), and to enforce all <br />ordinances of the City. <br />B. Pursuant to that authority, the former City Manager, James R. Johnson, and the <br />current City Manager pro tem, James R. Carlson have designated and/or affirmed my appointment <br />_- as Executive Manager of the City's Public Works Department. In such capacity I have. the <br />responsibility for supervision of that department and its employees. <br />C. The Eugene Stormwater Basin Master Plans (Basin Plans) have been developed to <br />replace the 1990 Otak Areawide Drainage Master Plans. The Basin Plans document the <br />comprehensive basin planning process and results, and provide guidance for the management of <br />ston7nwater throughout the study area. These plans describe a "multiple-objective" approach (i. e., <br />incorporating water quality, stormwater-related natural resources and flood control) to stormwater <br />management, and are to be used by City staff for background/contextual information, for <br />development of the City's biennial CIP, for contextual support for proposed development standards, <br />and for evaluating technical information about the stormwater system. However,. the Basin Plans <br />will not be used in a manner that regulates conduct or activities of the public. <br />D. The new Basin Plans: <br />Identify the major drainage basins and major subbasin delineations; <br />Describe the study area characteristics (existing/build-out land use, impervious <br />surface cover, slopes, topography, soil types, drainage features, etc.); <br />Describe the flood control, water quality and stonmwater-related natural resource <br />problems and opportunities in each major basin; <br />Administrative Order - 1 <br />C:\TEMP\03coreybasin.wpd(04/03/03) <br />
