2.17 Ground transportation activity -the provision of transportation of persons or <br />property on the Airport or based at the Airport to the general public, either as a courtesy to a patron <br />by a hotel, a motel, off-Airport car rental agency or off-Airport parking lot operator, or for hire, <br />including, but not limited to, the solicitation of passengers, he actual transporting of persons or <br />property in a motor vehicle, the operation of a vehicle on the Airport which vehicle is available for <br />carrying persons or property, and any other activity which directly or indirectly relates to the <br />transportation of persons or property by means of ground transportation. "Ground Transportation <br />Activity" does not include dropping off persons or property at the Airport. <br />2.18 Hazardous materials -materials that, because of their quantity, concentration or <br />physical, chemical or infectious characteristics, may cause or pose a present or potential hazard to <br />human health or the environment when improperly used, stored, disposed of, transported or <br />otherwise handled. The term includes, and is not limited to, petroleum products and any hazardous <br />or toxic substance regulated under the Resource Conservation and Recovery Act, the Comprehensive <br />Environmental Response, Compensation and Liability Act, or any other of the state, federal, or local <br />laws relating to the protection of human health or the environment. <br />2.19 Mobile fueling - a commercial fueling operation that delivers aviation and jet fuel <br />to aircraft from mobile fuel-dispensing vehicles. <br />2.20 Motor vehicle -any non-aircraft device that carries persons or property and is <br />self-.propelled or designed for self-propulsion. <br />2.21 Movement area -the runways, taxiways and other areas shown on the diagram <br />attached to these Rules as Exhibit 1. <br />2.22 O ep rator -any person engaging in a commercial operation or aeronautical activity <br />including all persons required to have a lease or permit under these rules. <br />2.23 Owner - as used in connection with an aircraft, means. a person who holds legal title <br />to an aircraft. If the aircraft is the subject of a conditional sale or lease/option, or if the mortgagor <br />of the aircraft is entitled to possession, then the conditional vendor, lessor, or mortgagor shall be <br />deemed the owner for the purpose of these rules. <br />2.24 Permit -includes operating agreements. <br />2.25 Person - anyindividual, firm, partnership, corporation, company, association, orbody <br />politic. <br />2.26 Restricted area -any area of the Airport not open to the general public. The area <br />open to the public includes the public roads and. sidewalks, the terminal lobby, restrooms, and places <br />for public gathering, waiting and viewing. <br />Administrative Order - 4 <br />r:\adminord\rules\03airrl2ao.wpd(OS/16/03) <br />
