2.3 Aircraft Lease/Lease-back Agreement - a written lease agreement which grants <br />exclusive use of the aircraft to the lessee for the purpose of meeting the requirements of Section 7 <br />.. <br />of these rules and regulations. <br />2.4 Airfield area -the areas at the Airport for taxiing, landing, taking off, handling, <br />servicing, loading and unloading of aircraft, including clear zones, runways, taxiways, ramps, aprons, <br />roadways, and all areas incident thereto. <br />2.5 Airport -the land and facilities known as Mahlon Sweet Airport and any contiguous <br />land owned by the City of Eugene. <br />2.6 Airport Manager. -the person appointed by or under the authority of the Eugene City <br />Manager to exercise the functions and authority described in Rule 3.1, or the Airport Manager's <br />designee. <br />2.7 Applicant - a person applying for a permit or lease to conduct operations at the <br />Airport, including any shareholder; partner, part owner, or manager of such a person. <br />2.8 Apron or Apron area -the area adjacent to loading gates, hangars, jetways and <br />similar structures that is used for loading and unloading persons and cargo to and from an aircraft. <br />2.9 C~ - City of Eugene, Oregon. <br />2.10 Ci ,Manager -the City Manager for the City of Eugene, or the Manager's designee. <br />2.11 Commercial operation - operation or service performed for compensation which is <br />conducted on or based at the Airport, including, but not limited to, ground transportation activity. <br />Commercial aeronautical activities are considered based at the airport if such activity is conducted <br />from the airport and uses equipment hangared and/or tied down at the airport on a regular basis. <br />2.12 Control tower -the Eugene Air Traffic Control Tower. <br />2.13 FAA -the Federal Aviation Administration of the United States, or its successor <br />agency. <br />2.14 FAR -Federal Aviation Regulations. <br />2.15 Fire Chief -the chief of the Fire & Emergency Medical Services Department, or the <br />Fire Chief s designee. <br />2.16 Fueling -fueling or defueling. <br />Administrative Order - 3 <br />r:\adminord\rules\03airr12ao.wpd(OS/16/03) <br />
