7.7.5 Hours of Operation. The minimum operating hours of the facility where <br />instruction is offered shall be 8:00 a.m. to 5:00 p.m., five days a week, excluding holidays. <br />7.8 Independent Flight Instruction. Independent flight instructors will be permitted to <br />provide aircraft flight instruction at times of their choosing without meeting the requirements of 7.7 <br />above, providing the person provides the Airport Manager with the following documents: <br />7.8.1 Proof of proper and current licenses certified by the FAA, with appropriate <br />ratings to cover the type of training offered; <br />7.8.2 Written assurance, in a form acceptable to the City, that adequate public liability <br />and property damage insurance is provided in such amounts as to protect the City and the <br />Airport from legal liabilities resulting from this activity; <br />7.8.3 Written assurance that all federal, state, and local statutes, rules, and regulations <br />will be complied with at all times; <br />7.8.4 Written assurance that not more than forty (40) hours of flight instruction (flight <br />time) will be provided in any one (1) month; and <br />7.8.5 The City reserves the right to inspect the operator's flight log books upon <br />demand, with no prior notice. <br />7.9 Hangars. <br />7.9.1 Location. Hangars may be located only in specially designated areas shown in <br />the Airport Layout Plan and Airport Master Plan for hangar sites or T-hangar sites. <br />7.9.2 Com~a'tibility of Design and Construction. Hangars located in the area used for <br />T-hangars must be similar in appearance to the existing T-hangars and contain a minimum of ' <br />ten (10) hangar units, space permitting. These hangars shall be sheathed in metal with ~ ~- <br />non-gloss colored baked enamel finish over minimum spangle galvanized steel meeting ASTM <br />A446 Standard. The baked enamel to be a minimum of one mil or greater in thickness. Roofs <br />shall be galvanized metal meeting ASTM A446 standard. Construction shall be in accordance <br />with applicable building, plumbing, mechanical and electrical codes of the City of Eugene. <br />7.9.3 Apuroval of Plans. Plans and specifications for hangars shall be approved by <br />the Airport Manager and the City Building Official prior to applying for a building permit. <br />Hangars in the non-commercial area may be constructed as rental hangars. The renter shall not <br />use these hangars for any commercial purpose and shalllimit the use to storage of aircraft. <br />7.9.4 Uses. Noncommercial hangars may not be used for commercial purposes <br />except to sublease space for storage of aircraft and the maintenance and repair of the aircraft <br />stored in that.hangar. <br />7.10 Specialized Commercial Aeronautical Activities. <br />7.10.1 Definition.
