information, and does not require attorney review prior to release. <br />Cost estimates will be provided. The requestor must agree to pay the estimated amount prior <br />to staff response to the request. If the initial request is uncleaz, a written request to clarify the <br />documents being requested may be required. In the event the length of time to respond to a <br />written request will exceed 72 hours, the PRC will advise the requestor when the document <br />will be available. The document shall not be released without the requestor's payment of the <br />applicable fee, asset forth in the Public Records Fee Schedule. Forpurposes ofthis section, <br />72 hours does not include weekends or holidays. <br />4.3 Leve11 Reauests. Some requests are unique, and are evaluated on a case by <br />case basis. The document request must be in writing and will be subject to an individualized <br />time line if the document: <br />a. involves multiple staff and/or departments/divisions; <br />b. Requires extensive research or compilation of documents; <br />c. Requires attorney review; <br />d. Is unclear, or will require follow-up questions to identify what is <br />requested; or <br />e. Does not qualify as a Leve13 or Leve12 request. <br />Within 72 hours of receipt of a written request the PRC shall provide to the requestor a <br />written acknowledgment of its receipt and advise that the request is being evaluated and a <br />` cost and time estimate will be provided to the requestor as soon as possible. The PRC shall <br />review the request with such other departments, divisions, orpersonnel as the PRC considers <br />may have an interest in the request, and may also request review by the City Recorder, City <br />Attorney or Risk Services. <br />If matters pertaining to the Mayor or City Councilors are involved, or the request involves <br />multiple departments and extensive documents, the City Recorder will respond to the <br />request. The PRC or City Recorder will provide the requestor with a written cost and time <br />estimate for providing the document within one week of the initial response to the requestor. <br />No staff time shall be expended to respond to the request prior to receipt of the requestor's <br />written authorization to proceed and agreement to pay the costs incurred. The PRC shall <br />make a reasonable effort to provide a timely response to Levei 3 requests.
