Public Works <br />Engineering <br />MEMORANDUM <br />Date: March 12, 2004 <br />To: Mayor Torrey and City Council <br />From: ~~ark Schoening, 682-5243 <br />City Engineer, Public Works Department <br />Subject: Indexing of Equivalent Assessment Rates <br />City of Eugene <br />858 Pearl St <br />Eugene, Oregon 97401 <br />(541)682-5291 <br />(541) 682-5032 FAX <br />www.ci.eugene.or.us <br />On March 20, 2004, public notice will be given under Administrative Order 58-04-09 for the <br />proposed methodology for indexing equivalent assessment rates. <br />Chapter 7 of the Eugene Code contains the general provisions governing the initiation, <br />construction, and assessment for local improvements, including provisions that authorize the <br />deferral or modification of assessment payments, and imposition of a delayed, or equivalent <br />assessment. Under the Code, an owner who purposes to connect property to a City wastewater <br />sewer who has not previously paid a local improvement assessment for that wastewater sewer is <br />required to pay an equivalent assessment prior to the connection being authorized. Similar. <br />provisions for imposition of an equivalent assessment for street improvements are set forth in the <br />Code. <br />Provisions of the Eugene Code also provide that when a local improvement has been constructed <br />and an equivalent assessment is to be imposed, the City Engineer will establish the equivalent <br />assessment rate based on the actual cost of the improvement when it was constructed, plus an <br />indexing factor to bring the historic costs up to date. <br />The administrative order provides for a methodology to index the original construction costs by <br />the Construction Cost Index (CCI) as published by the professional journal Engineering News <br />Record (ENR). Rates are proposed to be adjusted annually on or about April 1, using the <br />methodology. <br />For additional information on the proposed indexing of equivalent assessment rates contact me at <br />682-5243. <br />
