NOTICE OF INTENDED ADOPTION OF <br />INDEXING OF EQUIVALENT ASSESSMENT RATES <br />ADMINISTRATIVE RULER 7.407. <br />To: The Mayor and City Councilors of the City of Eugene, and other interested persons. <br />NOTICE IS HEREBY GIVEN that pursuant to the provisions of Sections 2.019 of the <br />Eugene, Code, l 971, the City Manager of the City of Eugene intends to adopt Indexing of Equivalent <br />Assessment Rates Administrative Rule R-7.407 that: <br />Establishes a methodology and formula for computation and indexing of equivalent <br />assessments and their implementation when property is to be connected to a City <br />wastewater sewer and the owner has not previously paid a local improvement <br />assessment for that wastewater sewer; or when an equivalent assessment is to be <br />determined for street improvements previously constructed by the City. <br />.The proposed rule is necessary in order to provide uniformity and clarity in the computation <br />of equivalent assessments and their implementation in a manner consistent with the applicable <br />provisions of the Eugene Code, 1971, specifically including Sections 6.476 and 7.407, and maybe <br />reviewed at the office of the City Manager, 777 Pearl Street, Eugene, Oregon 97401, during normal <br />business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br />All persons wishing to comment thereon or object thereto must submit their comments or <br />objections to the City Manager in writing, within 15 days of the date of the first publication hereof, <br />as indicated below. The City Manager will thereafter adopt Rule R-7.407 as proposed, or as <br />modified in response to comments received, to be effective as provided therein. <br />Dennis M.
