ADMINISTRATIVE ORDER NO. 58-04-10 <br />of the <br />AIItPORT MANAGER <br />CONCERNING NOTICE OF PROPOSED REVISION TO SECTION 15 OF <br />THE AIRPORT FEE SCHEDULE TO ADD A KEY REPLACEMENT FEE. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. T'he <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority, the most recent amendment to the Airport Fee <br />Schedule was by Administrative Order No. 58-04-O1-F issued on February 12, 2004. <br />C. Staff has recommended that in order to recover the City's costs in providing <br />replacement keys for keys lost by tenants, vendors and contractors who require access to Airport <br />facilities that a key replacement fee be added to Section 15, Miscellaneous Fees. <br />D. I concur with the recommendation, and after investigating the fees charged at other <br />airports, the City's policies on recovery of actual costs of providing services, and the revenue needs <br />of the Eugene Airport, I have determined that the Airport Fee Schedule should be amended as noted <br />` in Finding C above, as set forth in the Notice of Intended Amendment of the Airl3ort Fee Schedule <br />attached as Exhibit A hereto, <br />On the basis of these findings, I order. that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, persons who <br />have requested notice, persons who are currently paying such charges, posted at two locations at the <br />Airport, published in the Register Guard, a newspaper of general circulation within the City and be <br />made available for inspection by interested persons at the offices of the Airport Manager, 28855 <br />Lockheed Drive, Eugene, Oregon 97402 during normal business hours (8:00 a.m. to 5:00 p.m., <br />Monday through Friday, exclusive of holidays). <br />2. All persons desiring to comment thereon shall submit written comments as set forth <br />in the Notice.
