Public Works
Airport Division
City of Eugene
MEMORANDUM 28855 Lockheed Drive
Eugene, Oregon 97402
(541)682-5430
(541) 682-6838 FAX
Date: March 19, 2004
To: Mayor and City Council
From: Robert P. Noble, Airport Manager
Subject: Amendment to Airport Rules
In 2001, the Oregon State Legislature passed ORS 835.112 ,permitting self-serve fueling at Oregon
airports. In May of 2003, the Rules Governing the Use of Mahlon Sweet Airport were amended to
include new regulations for self_service fueling facilities. Since adoption of this provision, the state Fire
Code has been amended to allow fuel tanks. to exceed the currently established maximum capacity of
12,000 gallons upon approval of the Fire Marshal. Eugene Airport would like to allow fuel tanks with a
maximum capacity of 15,000 gallons in order to provide the same competitive advantage that is available
to operators at other airports. In addition, the rules contained language specific to ASTM Standards for .
hangar construction which needed to be updated. Attached is the Notice of Intended Rulemaking and the
Administrative Order that address these changes. These changes will be posted at the airport and at City
hall for fifteen (15) days, in accordance with policy and procedures for Administrative Orders.. Any
written comments or requests for additional information should be directed to my attention at 28855
Lockheed Drive, Eugene, OR 97402 by April 16, 2004.
If you have any questions regarding the Administrative Order please feel free to contact me at
682-5430.
