~XEk13lT "G'~ <br />Meeting Report <br />2"d Public Workshop <br />April 14, 2004, 7:00 - 9:00 PM <br />Peterson Barn, 870 Bertzen Street, Eugene <br />Facilitator: John Weber, Landscape Architect <br />Eugene Parks and Open Space Planning <br />Other City Staff: Emily Proudfoot, Landscape Architect <br />Jack Long, Open Waterways Supervisor <br />Background <br />Originally acquired in 1977, the undeveloped Candlelight Park property was reconfigured early in <br />2003 to accommodate new streets and a surrounding new subdivision. For the past 10 years the <br />site has been used informally as a dog off leash area. The site has approximately %2 acre of <br />marginal wetland that plans are to mitigate by purchasing credits in the West Eugene Wetland <br />Mitigation Bank. <br />On October 29, 2003 the initial public meeting was held for the surrounding neighbors to discuss <br />and brainstorm ideas concerning the future pending development of the park site. Four major <br />issues came out of the first workshop. They were: <br />1. Maintain an existing open waterway on the site and develop it into a feature that provides <br />wildlife habitat through the use of native trees and shrubs. <br />2. Maintain a portion of the park to continue to be used as a dog off leash area. <br />3. Provide a multi purpose open turf area that can be used for field sports and informal play. <br />4. Develop an active neighborhood gathering area that would include the playground, shelter <br />space in a plaza like layout. <br />2°d Workshou <br />The second workshop was advertised to the area residents by: <br />• A postcard invitation was mailed to over 1,400 area residents within %2 mile of the park site. <br />• Invitations were also sent to other stakeholders including special interest groups. <br />• The draft plan and the report from the first workshop were posted on the City's Park website. <br />• Notice of the upcoming workshop was included in the City Council's Newsletter and Public <br />Meetings Calendar. <br />• A newsxelease was. made to local newspaper, radio, .and. television stations. <br />In addition to the city staff present, there were seven (7) people in attendance. <br />The second workshop focused on a draft development plan for the park that was prepared using <br />the comments and interests received during the first workshop as a guide. Sound park planning <br />principles on access, safety, functionality, maintenance, and sustainability were also employed in <br />developing the draft plan. The plan represents a compromise of somewhat competing interests in <br />the neighborhood, as so often is the case with public projects. In an attempt to provide this <br />balance in uses, the broad scope of present and future neighborhood recreational needs were kept <br />_in mind. <br />
