Administrative Order No. 58-99-O1 <br />,,__ <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br />Weight limit and lane use restrictions on the bridge on 18th Avenue <br />approximately 0.44 mile west of Bertelsen Road. <br />Criteria for Administrative Action <br />The administrative action of the Traffic Engineer of the City of Eugene, Oregon, establishing a <br />weight limit and restricting lane use on the bridge on 18`'' Avenue approximately 0.44 mile west of <br />Bertelsen Road is based on the following criteria: <br />(a) Traffic engineering principles and traffic investigations: <br />• Roadway capacity: The weight limit restriction will result in a small increase in <br />traffic volumes on Bertelsen Road, l lt'' Avenue and Willow Creek Road, but will <br />have no noticeable effect on the capacity of those streets. <br />• Safety: The primary reason for the weight limit and lane use restrictions is to <br />ensure traffic safety. The Oregon Department of Transportation has determined <br />that the bridge is structurally deficient. Vehicles over five tons and vehicles <br />driving-too close to the edge of the bridge could damage the bridge and cause <br />accidents. The restrictions will allow most traffic to continue to cross the bridge <br />safely while minimizing accident potential. ODOT's recommended lane use <br />restriction does not result in narrower travel lanes; however, tubular markers will <br />be installed along the existing fog line to discourage motorists from driving too <br />close to the edge of the bridge. <br />• Traffic signs, markings and signals: All changes to signs, markings and signals <br />will be in compliance with MUTCD standards. Signing will be installed far <br />enough in advance of the bridge to allow drivers of overweight vehicles the <br />opportunity to take alternate routes. <br />• Intersection Control: No intersections are affected by this action. <br />• Roadway lighting: There is no street lighting near the bridge. <br />• Access control: Access control is not an issue for property near the bridge, as all <br />nearby property is undeveloped. The weight limit restriction will require <br />operators of overweight vehicles who normally use 18`'' Avenue to change their <br />route to reach their destination. <br />• Speed zoning: The existing Speed 45 zone will not be changed. <br />
