ADMINISTRATIVE ORDER NO. 58-99-06 of the City Manager of the City of Eugene CONCERNING NOTICE OF PROPOSED ADOPTION OF FEES RELATED TO STREET AND POLE BANNER PERMITS. The City Manager of the City of Eugene finds as follows: A. Section 2.020 of the Eugene Code, 1971 authorizes the City Manager to determine and set fees and charges to be imposed by the City for services, goods, use of municipal property, and licenses and permits. B. 1n accordance with the procedures set forth therein, I intend to establish the Street and Pole Banner Fee Schedule as set forth in Exhibit A attached hereto and incorporated by reference. C. The fees proposed in Exhibit A reflect the costs associated wi#h scheduling and coordinating requests for banner mounting sites, confirming and/or notifying applicants of the availability of specific mounting sites, processing permits for work within the public rights-of--way as necessary, and costs incurred by the City if it is required to remove a banner. J,- D. 1 find that the proposed fees, which were developed after a review of the costs, including salary, benefits, materials, supplies and indirect costs for employees performing the above services, are necessary. in order to comply with the Council's goal of recovering the cost of providing such services from the beneficiaries thereof. On the basis of these findings, I order that: 1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two locations at City Hall, provided to any persons who have requested such notice, and be made available for inspection by interested persons of the offices of the City's. Public Works Department, Transportation Division,- 858 Pearl Street, Eugene, Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). 2. All persons desiring to comment thereon shall submit written comments as set forth in the Notice. I will thereafter by administrative order establish the fees as proposed or as modified in response to comments received. Dated this 14th day of April, 1999. (~ James R.
