ADMINISTRATIVE ORDER NO. 58-99-06 <br />of the <br />City Manager of the City of Eugene <br />CONCERNING NOTICE OF PROPOSED ADOPTION OF <br />FEES RELATED TO STREET AND POLE BANNER PERMITS. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 2.020 of the Eugene Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br />B. 1n accordance with the procedures set forth therein, I intend to establish the <br />Street and Pole Banner Fee Schedule as set forth in Exhibit A attached hereto and <br />incorporated by reference. <br />C. The fees proposed in Exhibit A reflect the costs associated wi#h scheduling <br />and coordinating requests for banner mounting sites, confirming and/or notifying applicants <br />of the availability of specific mounting sites, processing permits for work within the public <br />rights-of--way as necessary, and costs incurred by the City if it is required to remove a <br />banner. <br />J,- D. 1 find that the proposed fees, which were developed after a review of the <br />costs, including salary, benefits, materials, supplies and indirect costs for employees <br />performing the above services, are necessary. in order to comply with the Council's goal <br />of recovering the cost of providing such services from the beneficiaries thereof. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, posted <br />at two locations at City Hall, provided to any persons who have requested such notice, and <br />be made available for inspection by interested persons of the offices of the City's. Public <br />Works Department, Transportation Division,- 858 Pearl Street, Eugene, Oregon 97401 <br />during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive <br />of holidays). <br />2. All persons desiring to comment thereon shall submit written comments as <br />set forth in the Notice.
