I hereby propose to issue an Order that: <br />1. The gate on the upper Skinner Butte Loop Road (located near the intersection of <br />Skinner Butte Loop and Third Avenue) be closed, restricting vehicular access, other than police <br />vehicles or authorized Ciry employees, between the hours of 10:00 p.m. of one day and 7:30 a.m. <br />of the following day. <br />2. Nothing contained in the proposed Order shall limit the public's right of non- <br />vehicular access to the park between 6:00 a.m. and 11:00 p.m. <br />3. Clearly visible signs shall be posted at the gate, and such other locations deemed <br />appropriate advising the public that pursuant to the proposed Administrative Order, vehiculaz entry <br />is prohibited between 10:00 p.m. and 7:30 a.m. of the following day. <br />Notwithstanding the usual immediately effective date for administrative orders, public <br />notice of the adoption of this proposed order shall be given to the media and to persons who have <br />requested notice, posted at the bulletin board at City Hall, and .published once in the Register <br />Guard, a newspaper of general circulation within the City. Copies of this Order shall also be <br />made available for inspection by interested persons at the Public Works Department, Maintenance <br />Division, 1820 Roosevelt Boulevard, Eugene, Oregon 97402 during normal business hours (9:00 <br />a.m. to 5:00 p.m. Monday through Friday, exclusive of holidays). The notice shall provide that <br />interested persons may submit written comments thereon for a period of 15 days from the date of <br />publication and posting.
