February 13, 1992 <br />RE: Residential Permit Parking Zone Regulations <br />Attached is the original of an Administrative Order extending the effective date of <br />Residential Permit Parking Zone Regulations Emergency Rule R-5.045 for another thirty <br />days. You will need to contact Kathy Fieland in the City Recorder's Office to secure a <br />number for this before presenting it to the City Manager for signature. As you know, the <br />emergency rule expires tomorrow, February i4th, so this order will need to be signed by <br />the 14th at the latest. <br />I spoke with Glenn Klein about your question of whether we would need to amend <br />the rule to accommodate a proposal to incorporate a portion of the University area into <br />the Fairmount zone and having the U of O pay for and administer the permits, as opposed <br />to charging fees to the tenants, and he was not sure that type of arrangement could be <br />authorized by rule. He said he will look into it, but it will probably be sometime after the <br />middle of next week. In the meantime, you might send over an OA or memo that details <br />the specifics of what you want to do. <br />Please send us a copy of this Order after it is dated and signed by the Manager. <br />We will forward the Notice for the permanent rule adoption to you next week so we can <br />get that .process started.
