CITY OF EUGENE
INTER-DEPARTMENTAL MEMOI~;ANDUM
CITY ATTORNEY -CIVIL DEPARTMENT
To: Brant Williams Date: March 13, 1992
Subject: Residential Permit Parking Zone Administrative Order and Notice
Attached you will find an Administrative Order amending Residential Permit Parking
Zone Regulations Emergency Rule R-5.040 to provide an additional process for
establishment of zones without an application and authorizing you to waive or reduce fees
under certain circumstances. The order also extends the Rule, as amended, for an
additional 30 days. The Notice of Intended Rulemaking proposing adoption of that rule
as amended as a permanent rule is also attached. You need to:
1. Secure the Administrative Order number from the City Recorder's
Office and enter that number on the attached order;
2. Have the order dated and signed by the City Manager today. The
original should be delivered to the City Recorder's office, and we would like a copy
for our files reflecting the date and signature;
3. Today's date has been inserted as the date the order was signed in the
first paragraph of the Notice, and will need to be changed if that does not occur.
Determine the five consecutive dates the notice will be published, with the first date
preferably a Monday or Tuesday, and fill those in on the appropriate lines at the
bottom of the notice. The first date of publication should be no later than March
23, 1992. We would also like a copy of the notice after this information has been
filled in.
After the expiration of the comment period, please provide us with any comments
received and your proposed response. We will then prepare the final order with
appropriate findings. If you have any questions with respect to the enclosures or the
procedure, please call.
~[ARRANG, LONG, WATIONNSON, ARNOLD
& LAIRD, P.C. -CITY ATTORNEYS
Glen ein
GK:jw
Encls
