NOTICE OF INTENDED RULEMAI~NG <br />PROPOSED ADOPTION OF RESIDENTIAL PERMIT PARIONG ZONE <br />REGULATIONS EMERGENCY ADMIl~TISTRATIVE RULE R-5.040 <br />A5 A PEPSrIANENT RULE <br />NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections <br />2.019 and 5.040 of the Eugene Code, 1971, Micheal D. Gleason, City Manager of the City <br />of Eugene, intends to adopt as a permanent rule Residential Permit Parking Zone <br />Regulations Emergency Rule R-5.040 adopted on August 15, 1991, which was amended and <br />the effective date extended to April 15, 1992 on March 13, 1992, which: <br />Establishes the policy for establishment of or withdrawal from residential <br />permit parking zones within the City; contains procedures for submission of <br />applications; the procedure for establishment by the Traffic Engineer; criteria for <br />approval; application review; authorizes erection of signs; provides procedures for <br />application, issuance, duration, and types of permits; sets forth prohibited activities <br />in connection therewith; .procedure for waiver or reduction of fees; and provides for <br />appeals from decisions of the Traffic Engineer or designee. <br />Residential Permit Parking Zone Regulations Emergency Rule R-5.040 and the <br />,- amendment thereto of March 13, 1992 may be reviewed at the office of the Planning & <br />Development Department, Permit Services Division, 244 East Broadway, Eugene, Oregon <br />97401 during normal business hours. <br />All persons wishing to comment thereon or object thereto must submit their <br />comments or objections to the City's Planning & Development Department, Building & <br />Permit Services Division, 244 East Broadway, Eugene, Oregon 97401, in writing, within <br />fifteen (15) days of the date of the first publication hereof, as indicated below. The City <br />Manager will thereafter adopt the rule as proposed, or as modified in response to <br />comments received. <br />MICHEAL D.
