et
r-, ...
ADMINISTRATIVE ORDER NO. ..58- 9a ~ a 1
of the
City Manager
City of Eugene, Oregon
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter 1V, Section 16 of the Eugene Charter of
1976, the City Manager is designated as the administrative head of the City, and is
specifically authorized to appoint and remove all employees (except as otherwise provided
in the Charter), organize, disband, or reorganize City departments, and to enforce all
ordinances of the City.
B. Pursuant to that authority, tie City Manager has reorganized the Public
Works Department and Parks, Recreation and Cultural Services Department (PARCS).
As a result of the reorganization many of the functions, duties and responsibilities
previously performed by the PARCS Department are now the function, duty or
'~ ~ responsibility of the Public Works Department.
' C. In addition, many provisions of the Eugene Code, 1971, including Sections
2.812 to 2.817, authorize or require specific duties or acts to be performed by the person
designated by the City Manager as the Executive Director of the Parks, Recreation and
Cultural Services Department; and Section 4.330 of the ligene Code, 1971 authorizes the
City Manager or designee to designate areas within City parks where dogs may be allowed
to run off leash. In conformity therewith, the City Manager previously found that these
administrative duties could be more efficiently performed by the Executive Director of the
Parks, Recreation and Cultural Services Department, and delegated the same to him by
Administrative Order No. 57-91-03 issued on August 30, 1991.
D. Due to the reorganization of the Public Works Department and PARCS
Department, Administrative Order No. 57-91-03, and any other administrative orders in
conflict herewith should be rescinded, together with the delegations contained therein, as
of the effective date of this Administrative Order, and the duties and responsibilities
delegated as set forth herein.
E. The Executive Director of the Public Works Department should also be
specifically authorized to delegate all or any of the duties or responsibilities delegated
herein upon a determination that it would be more efficient and in the public interest to
do so.
Now, therefore, based upon the above findings, which are hereby adopted,
Administrative Order - 1
