IVASHINGTON STREET - INSTALLATION OF BIKE LANE <br />The Traffic Engineer. of the' City of Eugene finds that: <br />i . The Eugene Code, Section 5.040 .provides that the City Manager (or designee) shall <br />exercise specific traffic duties by administrative. action, including: .the implementation of <br />ordinances, resolutions, and motions of the council and his or her ow.n orders by installing traffic <br />control devices; and establishing, maintaining, removing or altering all traffic control areas and <br />traffic control devices; <br />2. The administrative action taken to provide for a bike lane on Washington Street, and the <br />resulting removal of on-street parking and other necessary changes to traffic controls, is based on <br />consideration of, .and compliance with, the criteria set forth in Eugene Code, Section 5.055; <br />3. The Eugene Bikeways Masterplan designates that Washington Street north o.f 13th <br />Avenue shall have an on-street bike lane; <br />4. The project is consistent with the City Council's transportation goal of promoting <br />alternative modes of transportation, and other adopted state and local plans and laws; <br />5. The City Council appointed a special subcommittee (Council Subcommittee on 1994 <br />Bikeways Projects) in June of 1994, to specifically. examine mitigafion of the effects of>parking <br />removal in the Westside,Neighborhood. The City Council subsequently approved: a set of <br />recommendations for. Wasf~ington Street based on the subcommittee's final report, whict``~shal! be <br />implemented concurrently with the bike lane; <br />6. The proposed street design requires. on-street parking be prohibited along the east side <br />of Washin ton Street between 1 <br />9 3th Avenue and 8th Avenue. w <br />T o new parking stalls wil! be <br />installed orr the west side of Washington Street between i 1 th Avenue and 10tH Avenue, where <br />parking is currently prohibited.. Similarl , on the north side of 10th Aven <br />Y ue between Washin ton <br />9 <br />Street and Lawrence Street, two n~~ parking stalls will be installed where parking is currently <br />prohibited; -~ - <br />7. Providing a separate bicycle facility in this corridor will provide safer conditions for <br />bicycle travel and other travel modes on Washington Street. The final design i in conformance- <br />- with traffic engineering standards; and <br />8. The City provided a notice to ownersloccupants of the proposed bike lane project in <br />May of 1994, and received a number of written and verbal comments from the affected parties, <br />primarily opposed to the loss of on-street parking. These concerns were responded to directly by <br />staff andlor through the work of the council subcommittee. <br />
