NOTICE OF INTENDED INDUSTRIAL PRETREATMENT <br />PROGRAM FEES <br />To: The Mayor and City Councilors of the City of Eugene, and other interested persons. <br />NOTICE IS HEREBY GIVEN that pursuant to the provisions of Sections 2.020 and. <br />6.546 of the Eugene Code, 1971, the City Manager of the City of Eugene intends to establish the <br />following fees to reduce the City's cost of implementation of its industrial pretreatment program: <br />Industrial Pretreatment Program <br />Proposed Fee <br />Annual industrial discharge permit fee ..........................................$360.00 - - <br />Appeal from imposition of administrative penalty <br />(to be refunded if appellant prevails on the appeal) .....................$ 75.00 <br />Fees for recovering the City's costs involved in monitoring <br />and resampling permittees who have exceeded a permit <br />limit shall be computed on the basis of the hourly wage <br />then in effect for the personnel performing the service, <br />plus 10% for administrative overhead, together with <br />laboratory costs and expenses. <br />Establishment of the above proposed fees is necessary in order to comply with the <br />provisions of Section 6.546 of the Eugene .Code, 1971 that the City's costs of implementation of <br />the pretreatment program be reduced through the imposition of charges of fees to be paid by the <br />users of the City's wastewater system who are subject to those provisions. The proposed fees are <br />also consistent with other directives and policies of the City. Council that the cost of providing <br />City services be recovered .from the user or beneficiaries of such services, and should become <br />effective June 1, 1995;:- <br />Persons desiring to comment hereon shall submit written comments to the City Manager, 777 <br />Pearl Street, Eugene, Oregon 97401 with 15 days from the date of posting and publication as <br />indicated below.
