The new rates will increase the monthly wastewater fee paid by an average residential user by $0.03 <br />per month to $14.56 a month. The monthly fee paid by commercial users may increase or decrease, depending upon their customer class. The new fee <br />structure will become effective July 1, 1995, and will be applied to water used during the previous month. This fact sheet provides information on <br />changes to the wastewater service charge for customers both inside and outside Eugene's city limits. Charges for stormwater service have been <br />established by the Eugene City Council and are not included in this infom~ation. For more information on the stonnwater charges, call 687-5262. <br />Citizens may comment on the proposed change in fees before the City Manager adopts or adjusts the fees. Persons who want to comment on the proposed sewer rates may appear at a public hearing to be head in the Public Works <br />Department, 858 Pearl Street, on May 15, 1995, between 11:00 am and 1:00 pm. <br />The meeting location iswheelchair-accessible. To arrange for these <br />services, please call 687-5262. <br />How Fees <br />are Calculated <br />Wastewater service charges are billed to all <br />users who are connected to the regional sanitary <br />system. The fees help pay for the cost of <br />.:ling sanitary sewer service. The charges <br />are based on the amount of water consumed by <br />users and are billed according to water meter <br />readings. Typically, people use more waterdur- <br />ing summer months for irrigation, so between <br />May 1 and November 1, sanitary sewer fees are <br />based on the average water used during the <br />winter months. <br />Assuming the average household uses 6,000 <br />gallons of watereach month, the average monthly <br />billing for asingle-family residence (either in- <br />side or outside Eugene city limits) would be <br />$14.56 per month. <br />Comparison with <br />Other Communities <br />The following shows the FY96 wastewater ser- <br />vice fee charged by other communities for a <br />typical household, compared to the proposed <br />Eugene fees (using 6,000 gallons of water per <br />month). <br />Eugene Proposed $14.56 <br />Albany $13.97 <br />Corvallis $15.46 <br />portland* $18.54 <br />(. 1 $17.70 <br />~p.,ilgfield* $18.73 <br />Washington County* $20.45 <br />`Rate to increase July 1, 1995 <br />Setting Wastewater Service Charges <br />Wastewater service charges have two parts. One component is set by the MWMC and is based on <br />budgeted operating and capital improvement costs for the regional Water Pollution Control Facility <br />and other regional facilities for the next fiscal year. The MWMC's portion of the wastewater service <br />charge is the same for those areas outside the city limits that are served by a sanitary sewer system <br />(including the River Road area). The MWMC held a public hearing on The proposed MWMC FY96 <br />budget on April 20, 1995. <br />The other component is set by the City of Eugene and covers the cost to maintain the sanitary sewer <br />system within the city limits. For those areas outside the city limits that are served by a sanitary sewer <br />system (including the River Road area), the charge for sanitary sewer collection services is the same <br />as charged to users within the city. The City's fees are based on the proposed sewer operation budget <br />and on the capital improvement projects listed in the Capital Budget.
