ADMINISTRATIVE ORDER NO. 58-95-08 <br />. of the <br />City Manager of the City of Eugene <br />CONCERNING NOTICE OF INTENDED AMENDMENT OF <br />'SYSTEMS DEVELOPMENT CHARGE METHODOLOGY <br />The City Manager of the City of Eugene. finds: as follows:. <br />A. Sections 2:020.and 7.705 of the Eugene, Code, 1971 authorize the City Manager <br />of the -City of Eugene to determine and set fees and charges to be imposed by the City. for <br />services, goods, ,use of municipal property, and licenses and permits, and specifically systems <br />development charges. Section 7.710 of the Eugene Code;. 1971 further authorizes the City <br />• Manager to adopt and/or amend. by administrative order, the methodologies used for establishing <br />-the systems development charges, .and provides this may be effected concurrent with the <br />establishment; or revision of a systems development charge. <br />B: In accordance with the procedures set forth therein, 1 intend to amend the current <br />City of Eugene Systems Development Charges {SDCs) for each system by 2.65%; based on fhe <br />City Engineer's review of the National Construction Cost 1 ndex published by the En9ineering News <br />Record for the preceding twelve months; and to revise Appendix F; of the Methodologies, the Park <br />$ysfem Charge Detail to included component costs not reflected in the original analysis, as set <br />forth in the`Notice of i ntended Amendment of Systems Development Charge Methodology attached <br />as Exhibit A hereto and incorporated herein by reference, including the attachments thereto. <br />C: I find that the revisions.to the Methodology and the fees as set forth in Exhibi# A <br />hereto are consistent with adopted policies .and .ordinances of ahe City, in conformity with <br />applicable state law, and should be implemented effective August 1, 1995.. ~ . <br />On the basis of these findings, l order that: <br />1 :Copies of the. Notice be provided to the Mayor-and City Councilors, published in the <br />Register Guard, a~newspaper of general arculation within the City, posted:at two locations at City <br />Hall; and be made available for interested persons at the offices of the City Engineer, 858 Pearl <br />Street; Eugene, Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p:m., Monday <br />,:through Friday, exclusive of holidays). <br />2.
