<br />Attachment #4 of Exhibit A <br />Administrative Order No. 58-96-06 <br />Page 3 of 5 <br />1.2.1 Rates for all development <br />For the local Wastewater SDC charge in the River Road/Santa Clara and Highway <br />99 areas, in lieu. of charging on the basis of EDU/plumbing fixture rates, the local <br />wastewater SDC charge will be levied equal to the square footage (lot size) of the <br />connecting property, multiplied by 2.5 cents. <br />2.0 Regional Facility Equalization Charge <br />In addition to the local charge, a Metro Wastewater Management Commission (MWMC) Facility <br />Equalization Charge will be collected on all new connections to the system. This charge is a <br />reimbursement SDC meant to recoup the region's investment in reserve sewage treatment <br />capacity. This charge would be imposed on all new connections in the Eugene-Springfield area. <br />This charge shall be adjusted from time to time when directed by MWMC without going through <br />the process to amend this Appendix D or to the Methodologies. This charge is calculated the <br />same way for all development, including River Road/Santa Clara/Highway 99 Areas. <br />The proposed equalization charge is designed to have new development and those connecting <br />for the first time in River Road/Santa Clara/Highway 99 areas "buy-in" to the existing local <br />investment or equity in the treatment plant. Local investment or equity is determined by netting <br />out current liabilities, grants and outstanding debt from the present value. of MWMC assets. The' <br />total local .investment is then divided by the total potential service units. to derive a cost per unit <br />resulting in a base charge. Development is credited for any property tax payments made in the <br />past toward the MWMC bond debt. Depending on the year that a property was annexed, the <br />charge is equal to the difference between the base charge and the credit. Figure 6 graphically <br />depicts the methodology used to calculate the regional charge. <br />The present value of MWMC assets equals approximately $151 million. Local equity is equal to <br />asset value, net of current liabilities, state .and federal grants and outstanding debt. The present <br />value of local equity`was calculated to be approximately $34 million. <br />2.1 Rates for all new development including River Road/Santa Clara/Highway 99 <br />Areas <br />2.1.1 Single Family Dwellings and Duplex <br />For all new single family dwellings, the base equalization charge is the rate for <br />one EDU. For all new'duplex development, the charge is equal to fit-isj two times <br />the EDU. <br />2.1.2 All other development with wastewater discharge less than 100,000 <br />gallons per day <br />For all other development with measured or proposed total flow less than 100,000 <br />. gallons of water discharged per day, and all other new development, the base <br />equalization charge is the rate per plumbing fixture unit multiplied by the number <br />of plumbing fixture units in the proposed development.:-This is based on an <br />assumed typical single family dwelling having i6 PFUs. <br />July 01, 1996 Methodologies: City of Eugene Page D-6. <br />
