(d) The city's adopted transportation-related plans and policies. <br />• No city adopted transportation-related plans relate to this street. <br />(e) Existing state and local laws regulating use of public ways. <br />• The Eugene Code grants the City Traffic Engineer the authority to regulate <br />the use of streets by designating streets where trucks are prohibited and <br />restrict the use of certain streets by any class or kind of vehicle to protect <br />. the streets from damage. <br />(f) The efficient use of the public way by the public. , <br />• The through truck prohibition and weight restriction will inconvenience <br />-some truck. movements. Through trucks will be required to go through the <br />11th Avenue -Bailey Hill Road intersection, which may increase their <br />travel time. Local trucks over 16,000 pounds GV W will be <br />inconvenienced by being required to enter. and exit Stewart Road from <br />Bertelsen Road. <br />(g) The use of abutting property. <br />• Use of abutting property will be adversely affected to the extent that <br />access is restricted. See section (f), above. <br />(h) The intensity of use of the street by vehicles and pedestrians. <br />• Traffic volumes will decrease, as truck traffic will' be reduced; pedestrian <br />traffic will remain low. <br />(I) The physical condition and characteristics of the street and abutting property. <br />The easterly portion of Stewart Road 18 feet wide, witfi an asphalt mat <br />surface that is in poor condition. The south side of the street consists of <br />single family residences, while the north side is mostly undeveloped. <br />~,, <br />• -The westerly portion is an improved 44 foot wide street, with a number of <br />small industries on the south frontage. The north side is a dedicated <br />wetlands. <br />(j) Emergencies. <br />• Emergency vehicle services won't be affected by this project. <br />
