;... <br />(I) The physical condition and characteristics of the street and abutting property.. <br />• Jefferson Street is a 34 foot wide asphalt street in a 66' right-of--way. It is <br />proposed to be widened to 40' for approximately one-half of a block. The <br />existing 10' park strip separating the roadway from the sidewalk will be <br />reduced to four feet. <br />• The abutting property consists of the Lincoln School Apartments and the <br />McNail-Riley Neighborhood Center on the west side of the street, and <br />single family and duplex units on the east side. <br />(j) Emergencies. <br />• Emergency vehicle services won't be affected by this project: <br />(k) The public health, safety, -and welfare. <br />• The public health, safety and welfare won't be affected by this project.. <br />(1) Special events of community interest including parades and public gatherings. <br />• As part of the relocation of the Fairgrounds main entrance, this will <br />improve access to community events held at the Fairgrounds. <br />. - (m) Construction within or adjacentto the. street. <br />• ~ Construction within the street will be easier, as there will be an additional <br />lane which could be used to detour vehicles. Construction adjacent to the <br />street will be,'adversely affected, as the removal of on-street parking will <br />limit the area available for contractors to park vehicles. <br />(n) Establishing conditions upon the use of parking... <br />Approximately 185 feet of unrestricted parking will be removed.
