impervious area of the proposed development. Where a development creates impact not attributable <br />to impervious surfiace area, the Stormwater SDC shall. be determined by evaluating equivalent <br />impervious surface area, multiplied by the rate per square foot of impervious area. - <br />6.0 Parks System <br />- ~ .The parks system components that are identified in the adopted 1989 Parks and Recreation Plan, and <br />the park system. components identified in Table 7, which are used to calculate the Parks System <br />Development Charge (SDC), are generally described as Parks, neighbofiood and community, and <br />facilities which are more particularly described in Appendix F. The current community standard, or <br />level of service, for an infrastructure system is the determining factor in calculating the impact of new <br />development on the system. New development can be charged the costs of providing infrastructure <br />services for the development at the same level of service as the existing community as a whole. <br />The detailed calculation for each component of the Park SDC and the Cost of Service formula are set <br />forth in Appendix F. The Park SDC rate can be found in the current adopted fee schedule in Appendix <br />° G. The rate per dwelling unit. is determined based on equivalent dwelling units (EDU). <br />The Parks SDC for a proposed development is determined by multiplying the rate per dwelling unit <br />(EDU) by the number of dwelling units in the proposed development. The cost per EDU is the sum of <br />all parks system components identified in Appendix F. There is currently no Parks SDC for non- <br />residential development. <br />7.0 Credits and Impact Reductions <br />This section provides detail on the City's administration of SDC credits and impact reductions. <br />Potential sources, criteria for eligibility, and the basis for calculation of credit and impact reductions are <br />defined in the SDC Credit Policies and Procedures, in this Methodology, and in Eugene Code, section <br />7.730. A list of examples of facilities and programs which are potentially eligible for credit and impact <br />reduction appears in Table 2 of this section. (Note: As development standards change some <br />examples may no longer be considered eligible for reduction but may influence future rates.) <br />SDC's may be reduced by one or more of the following processes: <br />(1) Impact Reduction, based on quantifiable mitigation of demand generated by the development for <br />new identifiable capital improvements; <br />(2) Credit, based on the specific costs for privately engineered construction of certain public <br />improvements as part of the development; <br />(3) Credit based on previous payment or use. <br />Adjustment of SDC's due to credits and impact reductions: <br />~ Shall not be given for improvements constructed or programs instituted prior to City approval. <br />~ Shall be applied up to the maximum SDC fee for each system after calculating the development's <br />total SDCs and computing the administrative charge. <br />~ 'Shall reduce the SDCs paid on building permits at the time of issuance; credit or impact reduction <br />amounts applied will not be greater than the SDC fees. <br />May 1, 1997 .City of Eugene SDC Methodology Page 9 <br />
