The Regional Wastewater SDC is applied by the same method to development regardless of <br />location either outside and inside the River Road/Santa Clara/Highway 99 Area. The Regional <br />Wastewater SDC formula for calculating each element and application of the Regional <br />Wastewater SDC is determined by multiplying the applicable rate per EDU or PFU or historic <br />consumption, by the unit of measure for the proposed development. The SDC charge will be <br />based on the greater of calculations using either the City methodologies or the current MWMC <br />Equalization Fee as adopted by the MWMC Commission. The Regional Wastewater system Cost <br />of Service formula per DU or EDU or PFU can be found in Appendix D. The Regional <br />Wastewater SDC rates can be found in the current adopted fee schedule in Appendix G. <br />Where the Regional Wastewater SDC for all proposed development is based on: <br />~ Dwelling Units (DU) for Single Family and Duplex development <br />~ Plumbing Fixture Units (PFU) as defined in the State plumbing code with an anticipated <br />annual average discharge of less than 100,000 gallons per day <br />D Equivalent Dwelling Unit standard of 200 gallops (= to 1 EDU) per day for development <br />which anticipates discharging an annual average equal to or greater than 100,000 <br />gallons per day <br />The Regional Wastewater SDC for all existing development connecting to the wastewater system <br />for the first time is determined based on: <br />a Dwelling Units (DU) for Single Family and Duplex development <br />~ Historic Consumption (monthly average winter water consumption) for development other <br />than Single Family and Duplex development (e.g. Multi-family, Commercial, Industrial) with <br />existing annual average discharge of less than 100,000 gallons per day <br />~ Equivalent Dwelling Unit standard of 200 gallons (= to 1 EDU) per day for development with <br />existing annual average discharge equal to or greater than 100,000 gallons per day <br />4.2.1 Regional Wastewater SDC Excess Collected Based on Pending Study <br />If a Regional Wastewater SDC paid pursuant to Section 4.2 and Appendix D of this <br />Methodology is greater than the charge resulting from a calculation based upon the <br />adopted methodology resulting from a MWMC study, that difference will be refunded to the <br />payor of the charge. <br />5.0 Stormwater System <br />The Stormwater Systems Development Charge (SDC) is based upon the square footage of all <br />impervious surface (e.g., rooftops, driveways, sidewalks, parking lots, patios, and other non-porous <br />surfaces). The detailed formula for calculating the stormwater SDC cost per square foot of impervious <br />surface is set forth in Appendix E. The Stormwater SDC is determined by multiplying the applicable <br />rate by the unit of measure, for the proposed development type. The Stormwater SDC rates per unit <br />of measure can be found in the current adopted fee schedule, in Appendix G. <br />Where the Stormwater SDC is a fixed amount per dwelling unit or space, it shall be determined by <br />multiplying the amount per dwelling unit or space times the number of units or spaces plus, for <br />manufactured home development, the amount. for other features based upon the impervious area times <br />the rate for square footage.
