METHODOLOGIES: <br />City of Eugene Systems Development Charges <br />Appendix B <br />, DEFINITIONS. <br />'Administrative Charge:. the amount charged to each development to cover the costs of complying <br />with the provisions of the new state- law. Includes the cost of .developing the methodologies,. <br />providing an annual accounting of system development charge expenditures, implementation and <br />operational costs associated with the (~ewj SDC program. - <br />Acquisition Costs: the ~rtdrr~ct or ~tirectamount~~cpendett to pioeure use, possession, rr~hts~: <br />or title as'related to the construction of pubi~c'improvements. This cost r1~ay be deterarine,d <br />by currerik market expenene~, ±ai' o~t~er reasQ~at~l,~ a~d.lirudent methods <br />Assessable Costs: the amount of'capital improvement costs which are collected through the City's <br />local improvement assessment program as established in City code. This cost has been removed <br />.from the total cost of capital improvements in determining the system-specific SDC, <br />"Average Cost" Determination: <br />(1) The average cost of inspecting and installing connections with the ;~s~~wr~ter <br />facilities and with the ~:~ter~n-sewer}',$ts~ti;i~;ic facilities,. which are not part of the SDC as defined <br />in E.C. 7.010, is the connection. permit fee established by the City. Primarily a factor in the Transportation SDC where development is charged <br />according to the different trip rates assigned to development types. <br />EDU: Equivalent Dwelling Unit =used in the (sanitary] ~Naats'w;i~erSDC as a basis for. determining <br />the relative impact or service used by different types of development. Represents the use of <br />capacity that is approximately equal to that of a single dwelling unit.
