a . <br />METHODOLOGIES: <br />City of Eugene Systems Development Charges <br />Appendix C <br />Transportation .System Charge Detail <br />1.0 Arterial and Collector Streets <br />11 Formula ` <br />The arterial and collector street component is based upon the cost of increasing the vehicular <br />capacity of these streets. Each lane is calculated to provide a certain capacity. Level-of-- <br />service 'D', the standard adopted in TransPlan (Eugene-Springfield Metropolitan Area <br />Transportation Plan), the area's long-range transportation plan, is used as the.basis for the. <br />' calculation. The cost of increasing capacity is based on the average cost paid by the City ' <br />for each lane mile of arterial and collector streets. The P,M. peak hour trip rate <br />varies .according to land use., Transportation facilities must be built to accommodate the <br />peak demand, thus the use of the P,M. peak hour trip generation rate. Trip rates are to be <br />determined using paragraph 3, Trip Generation Rates,. of this Appendix C. <br />Units per Development =the unit of measure which represents the size of a development, <br />such as thousand gross square feet (TGSF).
