,. <br />Equitable Share of Public Facility Costs: as used in the development of SDCs, the City's cost of <br />providing system capacity; allocated to new development relative. to the development's impact or use <br />of system capacity. <br />'.Impact Measurement: the unit of system capacity used to determine the relative effect. of a new <br />development, on the capacity of a specific system. For example, plumbing fixture units are used to <br />determine'the effect of devetopment'on the wastewater system. <br />Impervious Surface: used as an impact measure for the stormwater SDC. An impervious surface- <br />is that which prevents or retards saturation of water into the surface of the soil or causes water to <br />run off the surface in,greater quantity or an increased rate of flow compared to the natural condition <br />of the .property before developmen4. .Asphalt, concrete, and roofing materials are examples of <br />impervious materials. <br />Improvement Fee: -the portion of the system-specific SDC charged to cover an equitable share of <br />.the capital improvements required to increase capacity of the system to accommodate new <br />development. <br />Level of Service: (per unit of development) - as used in development of SDC rates; represents the <br />amount of system (orsub-system) capacity provided at'a certain point in time. The current level of <br />ervice is used as the basis. for determining the system impacts of new development: This is <br />presented in terms of the appropriate impact measure. <br />Methodologies:. This document entitled "METHODOLOGIES: City. of Eugene, Systems <br />Development Charges" and any amendmentor modification made hereto. <br />MWMC: Metropolitan wastewater Management Commission -responsible forregional wastewater <br />treatment: <br />Physical-Improvements (for impact reductionlmitigation): A facility or asset, designed and <br />constructed at the developer's expense, which is owned and maintained,by the property owner or <br />owners agent; not a program or activity or naturally occumng physical attribute: <br />Proportionate Share, of .Public Facility' Costs: .the cost of .capital :improvements, which are - <br />reasonably attributable to new development. <br />PFU: Plumbing Fixture Units -defined in the state Uniform Plumbing Code. A rating assigned to <br />.different drainage fixtures depending on drain pipe or fixture size. <br />..Reimbursement Fee:..the portion of the system-specific SDC.charged to recoup the community's <br />past or current investment in extra capacity in antiapatio^ of future growth. An example is the facility <br />equalization charge established by MWMC to recoup the regional investment in extra capacity .made <br />for the wastewater treatment facility. <br />Replacement Costs: the cost (in current fiscal year dollars) of replacing existing system capacity. <br />SDC Eligible Costs: system value net of assessable costs, grants and outstanding debt.
