Attachment #7 of Exhibit A
Administrative Order No. 58-97-07-F
Page 2 of 6
2.2 .Calculating the MWMC .SDC
:.The MWMC SDC shall be determined by using-the reference data contained in Attachment
4 of this Appendix D which describes flow estimation units (FEU)-and associated,flow and
strength impacts of various types of development together with the unit cost of flow, BOD, ~-
and SS. If information for a particular development is not found in Attachment 4, it shall be
formulated using average data of like or similar development as determined by the City
Engineer. For any development, the MWMC SDC is determined by the following formula:
I 1. .Multiply the estimated gallons per day of flow per FEU, estimated. pounds per day BOD
per FEU., and estimated pounds per day SS per. FEU by their respective unit cost;
2. Sum these amounts, to .derive a total .cost per FEU, for a specific type of development;
~ 3. `Multiply the total cost per FEU for a development type by the number of FEUs for a
development application.
For more detailed and specific numerical data on FEU calculations, see Table 5. For formula
llustrations, see Figure 5 in this Appendix.
2.2.1 Process Wastewater
The MWMC SDC for development that discharges process wastewater to the
wastewater system'wiH be charged on the basis of the strength of that discharge. The
rates per. FEU for land uses .listed in Attachment 4 of this. Appendix include process
wastewater charges. For uses not otherwise listed in Attachment 4 that include process
wastewa#er, the MWMC SDC will. be.calculated by combining the charge for unit of
development .for general. industrial uses, and adding the charge. for the process
wastewater FEU that matches the strength of the proposed discharge. The strength
classes shown in Attachment 4 are the same strength classes used by MWMC in the
user fee system.. ,
2.2.2 Regional Wastewater SDCs For AI! New Development with Annual Average
Daily Flow Equal to or Greater than 100,000 Gallons, and for Existing Development:
lncreasing Flow by or Greater than 100,000 Gallons per Day
Before calculating the SDC for any development with an anticipated discharge of
100,000 gallons or more of sewage per day, the Executive Officer of the MWMC (EO)
shall examine the developments impact on the twenty year schedule of capital projects:
If one or more capacity-increasing. projects will moveintothe 5-year CIP as a result of
the development,. the EO will establish new unit costs (based on the. total costs of the
amended 5-year CIP) upon which SDCS for all development will be calculated. If the.
:.MWMC. SDC rate is modified, the modified. fee will be applied to the development. that
caused the need for the modification and to all future development.
:July 7, 1997 ~ City of Eugene SDC Methodology Page D-7
