ADMINISTRATIVE ORDER NO. 58-97-10-F <br />of the <br />AIRPORT MANAGER <br />REVISING THE AIRPORT NON-SIGNATORY/SCHEDULED/UNSCHEDULED <br />AIRLINES GATE/HOLD ROOM FEE AND COUNTER FEES; SIGNATORY AND NON- <br />SIGNATORY LANDING FEES; AND TERMINAL BUILDING RENTAL RATE; AND <br />REPEALING ADMINISTRATIVE ORDER NOS. 58-96-19-F AND 58-97-OF. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority Administrative Order No. 58-96-19-F was issued <br />on September 23, 1996 revising and ratifying the Airport Fee Schedule attached as Exhibit A <br />thereto, effective October 3, 1996; the short term and long term parking lot fees set forth in Section <br />12 of that schedule were subsequently amended by Administrative Order No. 58-97-06-F; and on <br />June 5, 1997 I issued Administrative Order No. 58-97-10 proposing the revision of the Airport <br />Gate/hold room fee and counter fee set forth in Section 2 of the Airport Fee Schedule, the landing <br />fees set forth in Section 4, as well as the terminal building rental rates set forth in Section 5 of that <br />Schedule, to become effective July 1, 1997, as set forth in the Notice of Intended Fees attached as <br />Exhibit A thereto. <br />C. The Notice was provided to the Mayor and City Councilors, posted at two locations <br />at the Airport on June 10, 1997, published in the Register Guard, a newspaper of general circulation <br />within the City on June 10, 1997, and made available for inspection by interested persons at the <br />offices of the Airport Manager, 28855 Lockheed Drive, Eugene, Oregon 97402 during normal <br />business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). The Notice <br />provided that written comments would be received thereon for a period of 15 days from the first date <br />of posting and publication. No comments were received within the time or in the manner required <br />by the Notice. <br />D. After investigating the fees charged at other airports, the City's policies on recovery <br />of user fees, and the revenue needs of the Eugene Airport, I have determined that Sections 2, 4 and <br />5 of the Airport Fee Schedule should be revised as proposed, effective July 1, 1997, and <br />Administrative Order Nos. 58-96-19-F and 58-97-06-F repealed. <br />On the basis of these findings, I order that: <br />1. Administrative Order Nos. 58-96-19-F and 58-97-06-F are hereby repealed, as of <br />midnight, June 30, 1997. <br />Administrative Order - 1 <br />
