_ _ Finding. After reviewing the written comments received, staff has <br />~~~~ ~ ' recommended that the proposed change in ~~billing procedures for mobile waste <br />`hauler discharge fees not be implemented at #his time, that the Ci#y continue the <br />current practice of monitoring discharge volumes, and that the City staff further <br />evaluate alternatives for metering discharge volumes from mobile waste haulers. <br />I concur with that recommendation, and the proposed change has been deleted <br />from the schedule attached as Exhibit A hereto_ <br />E. In addition to the specific finding set forth above, I find that the fees set forth <br />in Exhibit A hereto are consistent with applicable policies and directives of the City Council, <br />including those developed during the Eugene Decisions process, and the provisions of <br />Section 6.546 of the Eugene Code, 1979, #hat requires fees be established that reduce the <br />City's costs associated with setting up and operating the. pretreatment program; <br />establishing sampling, monitoring,° inspection,. and surveillance procedures; reviewing <br />accidental discharge procedures and controls; and processing permit applications. <br />On the basis of these findings, 1 order that: <br />1. Administrative Order No. 58-95-06-F and the Schedule of Fees attached <br />thereto are hereby repealed, as of the effective date of this order. <br />2.
