work and at permittee's expense, permanent pavement replacement within the public way <br />`aali be completed in accordance with City Standards by a qualified contractor or by the <br />permittee if the Utility Inspector agrees the permittee has the required resources and <br />trained personnel. If the permittee fails to make the permanent pavement repair within the <br />time specified, the City may make the repair and charge the cost thereof to the permittee <br />without prior notification. EC 7.307 (1) <br />The Utility Inspector shall-maintain a file containing the location of and the permittee <br />responsible fior all temporary pavement patches. An inspection 50 days after the <br />placement of a temporary patch .shall be made with a notification sent to the permittee <br />requiring replacement of the temporary patch if it is found to be still in place. <br />3.H PROTECTION OF TREES <br />Special care must be exercised and protective measures utilized when work vvithin the <br />public way impacts the critical root zone of street trees and those trees designated for <br />protection in a Natural resource protection area as described in section 2.D.2 of this <br />document. No root over 2 inches in diameter of such trees shall be cut without the <br />~pprova! of the Urban Forester. Utility lines shall be installed by tunneling under roots <br />within the critical root zone whenever practicable or by hand-digging around roots to avoid <br />damage: Protective fencing shall be required around designated trees to protect the area <br />of the critical root zone outside of the immediate excavation area but within the work zone. <br />See Standard Specifications 221 A.1 - 221 A.3 <br />Except for trimming or pruning neces°sary to protect EWEB lines or crews, no person shall <br />trim or prune a tree growing~wlthin the public right-of--way in a manner not incompliance <br />with the most current guidelines published by the International Society of Arboriculture or <br />.the most current pruning standards -and specifications of the National Arborist Association. <br />3.1 EROSION PREVENTION, SITE RESTORATION AND CLEANUP <br />Erosion prevention measures shall be incorporated into all work performed under aright- <br />of-way permit in compliance with 6.630{2) of the Eugene Code and associated <br />administrative rule R-6..645. All construction activities shall be conducted in a manner to <br />meet the outcomes of the Erosion Prevention and Construction .Site Management <br />Program. <br />Activities involving cleaning of construction equipment and disposal of excess construction <br />materials shall be conducted such that materials and washout will not be deposited into <br />catch basins, gutters, ditches or areas where runoff may carry materials into the City... <br />stormwater system. <br />24 12/01 /97 <br />Utility &~l~/W Permit Policy <br />
