ADMINISTRATIVE ORDER NO. 53-00-06 <br />of the <br />City Manager of the City of Eugene <br />INCREASING OFF STREET PARKING PERMIT FEES; INCREASING ON- <br />STREET COMMUTER PERMIT FEES; REPEALING. THE BULK <br />PURCHASE DISCOUNT; RATIFYING THE UNAMENDED FEES; AND <br />REPEALING ADMINISTRATIVE ORDER NO. 53-99-03. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 5.040 of the Eugene Code, 1971 authorizes the City Manager: to establish <br />parking areas, time limitations, form of permissible parking, and fees therefor, subject to the <br />maximum charges for off-street parking in Subsection 5.285(5). In accordance with those <br />procedures, a Parking Fee Schedule and Regulations was adopted by Administrative Order No.53- <br />99-03 on November 22, 1999, effective January l; 2000. <br />B. On July 10, 2000, Ordinance No. 20198. amending Subsection 5.285(5) of the <br />Eugene Code, 1971 was passed by the City Council and approved by the Mayor. The amendment <br />repealed the maximum charge limitation for monthly off-street parking permits. After considering <br />the applicable criteria of Subsection 5.055(n)6. and Subsection 5.285(7) of the Eugene Code, <br />1971, I fmd~ that: <br />1. The monthly off-street parking rates for structures and surface lots set forth <br />in Section A.1 of the Parking Fee Schedule and Regulations attached as Exhibit A to <br />Administrative Order No. 53-99-03 should be increased by $3.00; <br />2. The Rideshare discount should be revised accordingly, resulting in an <br />increased rideshare rate; <br />3. The swingshift permit fee should be increased by $1.00; <br />4. The monthly commuter permit'fee should be increased by $3.00; and <br />5. The unamended fees should be ratified, <br />in order to recover the City's costs of operations and enforcement incurred in connection <br />therewith. The proposed rate increases are not subject to the maximum rates set forth in Section <br />5.285, are necessary in order to meet the demand for public parking, ensure compliance with the <br />Council's adopted transportation and economic development goals, and enable the City to meet <br />its financial obligations for management of its parking programs. Section A.3 should also be <br />amended to repeal subsection 3.4 and the bulk purchase discount provided for therein. <br />C.
