ADMINISTRATIVE ORDER NO. 58-00-25-F
of the
AIRPORT MANAGER
REVISION OF THE AIRPORT FEE SCHEDULE BY AMENDING THE
AUTOMOBILE SHORT- AND LONG-TERM PARKING RATES;
RATIFYING THE UNAMENDED FEES, AND REPEALING
ADMINISTRATIVE ORDER NO. 58-00-18-F.
The Airport Manager of the City of Eugene finds as follows:
A. Authority is granted to the City Manager of the City of Eugene .under Sections 2.440
to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The
City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2.
B. Pursuant to that delegated authority, Administrative Order No. 58-00-18-F was issued
on August 15, 2000 revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto.
On October 11, 2000, I issued Administrative Order No. 58-00-25, proposing the revision of tfie
Airport Automobile Short- and Long-Term Parking rates, which are set forth in Section 10 of that
Fee Schedule, as set forth in the Notice of Intended Airport Fee Schedule Revisions attached as
Exhibit A thereto.
C. The Notice was provided to the Mayor and City Councilors, posted at two locations
at the Airport and published in the Register-Guard, a newspaper of general circulation within the City,
on October 20, 2000, and made available for inspection by interested person at the offices of the
Airport Manager, 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours
(8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays).
D. The Notice provided that written comments would be received thereon for a period
of 15 days from the first date of posting and publication. One written comment was received within
the time and in the manner required in the Notice to which I make the following finding.
Comment. Written testimony was received from Margaret Alberto, a customer, who
stated that other airports have multiple airlines and provide economy parking. Many of
Eugene Airport's potential customers are flying out of Portland, so Eugene should not be
increasing the parking lot fees. At a minimum, Eugene's Airport should consider a third
option for parking.
Findings. Eugene Airport rates were compared to similarly sized airports in the
western United States. Even with the increased rate, the Eugene Airport parking fees will be
far below that of Portland for parking and in the case of long term daily rates, will be less than
Administrative Order - 1 - - - --
