-~; <br />ADMINISTRATIVE ORDER N0.58-01-11 <br />of the <br />City Manager of the City of Eugene <br />C~Oo p}~ <br />CONCERNING NOTICE OF INTENDED AMENDMENT OF THE SYSTEMS <br />DEVELOPMENT CHARGE (SDC) METHODOLOGY TO AMEND THE <br />FEE SCHEDULE AND ADOPT REVISED REGIONAL METROPOLITAN <br />WASTEWATER MANAGEMENT COMMISSION (MWMC) <br />WASTEWATER FEE AND CREDIT RATES. <br />The City Manager of the City of Eugene finds as follows: <br />A. Sections 2.020 and 7.705 of the Eugene Code, 1971 authorize the City Manager of <br />the City of Eugene to determine and set fees and charges to be imposed by the City for services, <br />goods, use of municipal property, and licenses and permits, and specifically systems development <br />charges. Section 7.710 of the Eugene Code, 1971 further authorizes the City Manager to adopt <br />and/or amend by administrative order, the methodologies used for establishing the systems <br />development charges, and provides this may be effected concurrent with the establishment or <br />revision of a systems development charge. <br />B. In accordance with the procedures set forth therein, I intend to amend the City of <br />Eugene SDC Methodology adopted by Administrative Order 58-00-17-F by: <br />1. Revising the local transportation, wastewater, stormwater, and parks SDCs with a 2.5% <br />fee increase based on the City Engineer's review of the National Construction Cost Index, published <br />by the En ineering; News-Record for a preceding twelve month period; and <br />2. Adopting the revised regional Metropolitan Wastewater Management Commission <br />(MWMC) wastewater fee rates as calculated by MWMC, which represent a 15.63% fee increase; and <br />3. Adopting the revised regional Metropolitan Wastewater Management Commission <br />(MWMC) wastewater SDC credit rates, as calculated by MWMC; <br />C. I therefore intend to amend Appendix B (page B-5), Appendix C (pages C-4, C-5), <br />Appendix D (page D-3), Appendix E (page E-2), and Appendix F (pages F-1 through F-7) of the City <br />of Eugene SDC Methodology with respect to revising the SDC fees for transportation, wastewater, <br />stormwater, and parks; amend Appendix C (page C-10, C-12, C-13) and Appendix F(pages F-4, F-5, <br />F-7) of the City of Eugene SDC Methodology with respect to revising the regional (MWMC) <br />wastewater SDC rates; and amend Page C-11~ of the City of Eugene SDC Methodology with respect <br />Administrative Order - 1 <br />
