ADMINISTRATIVE ORDER NO. 58-01-12-F <br />,I of the <br />AIRPORT MANAGER <br />REVISION OF THE AIRPORT FEE SCHEDULE BY AMENDING THE <br />NON-SIGNATORY/SCHEDULED/iJNSCHEDULED AIRLINE FEES, <br />LANDING FEES, TERMINAL BUILDING RENTAL RATES, SIGNATORY <br />JET BRIDGE RENTAL RATE, AND PASSENGER FACILITY CHARGE; <br />RATIFYING THE UNAMENDED FEES, AND REPEALING <br />ADMINISTRATIVE ORDER N0.58-00-25-F. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use, of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority, Administrative Order No. 58-00-25-F was issued <br />on November 20, 2000, revising and ratifying the Airport Fee Schedule attached as Exhibit A <br />thereto. On June 13, 2001, I issued Administrative Order No. 58-01-12, proposing the revision of <br />the Airport non-signatory/scheduled/unscheduledair1ine fees, landing fees, terminal building rental <br />rates, signatory jet bridge rental rate and passenger facility charge, which are set forth in Sections <br />2, 4, 5, 6 and 8 of that schedule, as set forth in the Notice of Intended Airport Fee Schedule <br />Revisions attached as Exhibit A thereto. <br />C. The Notice was provided to the Mayor and City Councilors, posted at two locations <br />at the Airport and published in the Register-Guard, a newspaper of general circulation within the <br />City, on June 22, 2001, and made available for inspection by interested person at the offices of the <br />Airport Manager, 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours <br />(8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br />D. The Notice provided that written comments would be received thereon for a period <br />of 15 days from the first date of posting and publication. No written comments were received within <br />the time or in the manner required in the notice. <br />E. Based on the above findings, and the findings in Administrative Order No. 58-01-12, <br />I find that, after investigating the fees charged at other airports, the City's policies on recovery of <br />actual costs of providing services, and the revenue needs of the Eugene Airport, Sections 2, 4, 5, 6 <br />and 8 of the Airport Fee Schedule should be amended to reduce some of the rates and increase others <br />as proposed. These revisions are based on the actual costs incurred by the City and reflect the <br />elimination of some one-time expenses previously incurred and increased personnel costs, and have <br />Administrative Order - 1 <br />C:\WINDOW S\TEMP\01 apfee2ao.wpd <br />
