providing such services be recovered from the beneficiaries of the services, and other applicable <br />policies and directives of the Council; are consistent with applicable federal and state regulations and <br />the recommendations of MWIVIC; are comparable to the amounts charged by the City of Springfield <br />and other such service providers; and are based on the adopted budget of MWMC. <br />On the basis of these fmdings, I order that: <br />1. The MWMC Septage User Fees set forth in Exhibit A hereto are hereby established <br />as the fees to be charged for the services set forth, and the remaining rate schedules set forth in <br />Exhibit A are hereby ratified and affirmed as the rates to be charged for the services set forth, to be <br />effective on all bills issued on or after November 1, 1999. <br />2. Administrative Order No. 58-98-11-F, and the user fees adopted therein are hereby <br />repealed, as of the effective date of this Order. <br />3.
