rates established are based on the City's budgeted operating and maintenance expenses and
,< debt service, which are found to be comparable to rates charged in other jurisdictions. (2) For
security reasons, the FAA mandates that airports monitor and control automobile parking
around airline passenger terminal buildings. The purpose of the program is to keep
unattended vehicles from parking close to the passenger terminal. City staff at the airport has
found that communication with customers is more effective in accomplishing the desired
results than writing parking citations. If customers are uncooperative, then parking citations
are issued as a last resort. Wholesale issuance of parking citations at high volume flight times
will not achieve the security goal and will alienate customers using airport services. The
additional revenue generated by writing more parking citations would offset airline operating
costs at the expense of a more effective method of managing curbside parking and security.
This matter was discussed at the June Airline Rates & Charges Meeting and, with the
exception of Horizon Air, all parties were generally in favor of the current procedures for
curb parking control. However, Horizon Air favored the airport writing citations rather than
working with customers to get vehicles moved. (3) The provision concerning a waiver or
discount of airport fees has been removed from this final order and the topic will be reviewed
at the next meeting with airline representatives.
Comment 2: SkyWest also objects to a waiver or discount of airport fees.
Findin As noted in the Finding to Comment 1 above, this provision has been
removed from this final order.
Comment 3: United Airlines responded verbally and objected to a waiver or discount
of airport fees.
Finding: Although no response is required because the comment was not received in
writing in the manner required by the Notice, this provision has been removed from this final
order as noted in the Finding to Comment 1 above.
E. I find that the airline signatory and non-signatory/scheduled/unscheduled rates set forth
in Sections 2, 4, and 5 of the Airport Fee Schedule should be revised as proposed, the other fees set
forth therein ratified, and Administrative Order No. 58-98-13-F and the Airport Fee Schedule
adopted therein repealed, as of the effective date of this order.
On the basis of these findings, I order that:
1. Administrative Order No. 58-98-13-F and the Airport Fee Schedule adopted therein
is hereby repealed, as of the effective date of this order.
2. Sections 2, 4, and 5 of the Airport Fee Schedule attached as Exhibit A hereto are
amended, and the remaining Sections are ratified and affirmed as the fees to be charged for the uses
set forth therein, as of the effective date of this order.
,,...
": _ Administrative Order - 2
