ADMINISTRATIVE ORDER NO. 58-99-18-F
of the
AIItPORT MANAGER
C~p~
REVISING THE AIRPORT FEE SCHEDULE BY AMENDING
THE NON-SIGNATORY/SCHEDULED/UNSCHEDULED
AIRLINE RATES; RATIFYING THE UNAMENDED FEES IN
THE AIRPORT FEE SCHEDULE; AND REPEALING
ADMINISTRATIVE ORDER NO. 58-98-13-F.
The Airport Manager of the City of Eugene finds as follows:
A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440
to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The
City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2.
B. Pursuant to that delegated authority, Administrative Order No. 58-98-13-F was issued
on October 22, 1998, revising and ratifying the Airport Fee Schedule attached as Exhibit. A thereto.
On August 16, 1999, I issued Administrative Order No. 58-99-18 proposing the revision of the
Airport Fee Schedule by amending the non-signatory/scheduled/unscheduled airline rates set forth
in Sections 2, 4, and 5 of that Fee Schedule, as set forth in the Notice of Intended Airport Fee
Schedule Revisions attached as Exhibit A thereto.
C. The Notice was provided to the Mayor and City Councilors, posted at two locations
at the Airport on August, 27, 1999, published in the Register Guard, a newspaper of general
circulation within the City on August 27, 1999, and made available for inspection by interested
persons at the offices of the Airport Manager, 28855 Lockheed Drive, Eugene, Oregon 97402 during
normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays).
D. The Notice provided that written comments would be received thereon for a period
of 15 days from the first date of posting and publication. Two written comments were received
within the time or in the manner required by the Notice and one verbal comment was received to
which I make the following specific findings:
Comment l: Horizon Air: (1) objected to the City using its investigation of fees
charged at other airports as a mechanism for establishing rates and fees and believes that rates
and fees should be based on operating and maintenance expenses plus debt service, not
market rates; (2) would like the Airport to write parking tickets to offset their expenses with
additional revenue from associated parking fees; and (3) is opposed to a waiver or discount
of airport fees.
Finding: (1) Although the City is required by provisions of the Eugene Code, 1971
to investigate fees charged at other airports as part of its fee review process, and does so, the
__.
Administrative Order - 1
