comments concerning the MWMC (regional) wastewater SDC rates included <br />recommendations to: 1) delete duplicate of category 64; 2) revise label of category <br />51 to correctly reflect Wholesale /Distribution; 3) add labels to the five Industrial <br />Process Strength categories; 4) revise category B6, (Carwash) to previous unit type <br />but maintain a rate of charge per unit type that reflects the same basis for rate of <br />charge as originally proposed (does not constitute an increase in rate). <br />Findings: Attachment 4, MWMC (Regional) Wastewater Rates has been <br />revised to 1) delete duplicate 64 category; 2) Revise 51 category label to Wholesale <br />Distribution; 3) add labels of L (Low), M (Medium), H (High), V (Very High) and S <br />(Super High); 4) revise the Carwash category (B6) to reflect no change of unit type <br />but still reflect a rate per unit that is consistent with the basis for rate change as <br />originally proposed. <br />In addition to the revisions noted in the above comments and findings, staff identified some <br />corrections to typographical errors and other minor cosmetic changes needed to improve <br />clarity and readability which have also been incorporated in Exhibit A hereto. <br />G. Based on the findings and staff recommendations set forth above, I find that <br />the revisions to the Systems Development Charge Methodology and fees as proposed by <br />Administrative Order 58-99-16 and incorporated in Exhibit A hereto are consistent with <br />adopted policies and ordinances of the City, are in conformity with applicable state law, and <br />should be implemented effective November 1, 1999. I further find that it would be more <br />efficient to incorporate this revision and prior revisions in one document, and repeal <br />Administrative Order Nos. 58-97-02-F, 58-97-07-F, 58-98-10-F, and 58-99-16-1-F and the <br />Systems Development Charge Methodology adopted and/or amended therein. <br />On the basis of these findings, 1 order that: <br />1. The City's Systems Development Charge Methodology attached as Exhibit <br />Ahereto is hereby amended as adopted and reflected in Findings B through F above, and <br />the unamended portions thereof are ratified and affirmed, effective November 1, 1999. <br />2. Administrative Order Nos. 58-97-02-F, 58-97-07-F, 58-98-10-F, and 58-99- <br />16-F-1, and the Systems Development Charge Methodology adopted and/or amended <br />therein, are repealed, as of midnight, October 31, 1999. <br />Dated this 29th day of October, 1999. <br />James R.
