NOTICE OF INTENDED AMENDMENT <br />OF MWMC PROVISIONS OF THE SYSTEMS <br />DEVELOPMENT CHARGE METHODOLOGY <br />.. <br />To: The Mayor and City Councilors of the City of Eugene, and other interested persons. <br />NOTICE IS HEREBY GIVEN that pursuant to the provisions of Sections 2.020, 7.705, <br />and 7.710 of the Eugene,. Code, 1971, the City Manager Pro Tem of the City of Eugene intends <br />to modify the MWMC provisions of the Systems Development Charge Methodology by increasing <br />fees for the regional wastewater systems development charge. The Metropolitan Wastewater <br />Management Commission (MWMC) has completed an annual update of the value of its assets, the <br />value of proposed future improvements, and the value of prior property tax payment contributions <br />for existing vacant land. These changes are the basis for the proposed increase in the MWMC <br />SDC rates. Other changes include an update to the MWMC Credit Table and the elimination of <br />the shopping center category from the rate table as this type of establishment is more accurately <br />described by .other categories in the table. <br />The proposed revisions to the Methodology and fees are consistent with adopted policies <br />and ordinances of the City, in conformity with state law, and should be implemented effective July <br />1, 1998. <br />The proposed revisions to the MWMC Systems Development Charge Methodology and the <br />fees (Table 1-page 3, Table 5-page D-9, Attachment 3-page D-10, Attachment 4-page D-11, <br />Calculations-page G-4, and Section 2.3-page G-6), can be found as Exhibit A attached to <br />' Administrative Order No. 58-98-10, which can be viewed by interested persons at the following <br />locations: <br />Eugene City Hall <br />City Manager's Office <br />777 Pearl Street, Room 105 <br />Permit & Information Center Lobby <br />Atrium Building <br />999 W. 10`'' Avenue <br />Eugene Public Library <br />100 W. 13`'' Avenue <br />Public Works Building <br />858 Pearl Street <br />Persons desiring to comment hereon may submit written comments to the City Engineer, <br />Public Works Department, 858 Pearl Street, Eugene, Oregon 97401, within 30 days from the first <br />date of publication and posting of this Notice as indicated below. The City Manager Pro Tem will <br />consider the comments received and by administrative order amend the MWMC provisions of the <br />Systems Development Charge Methodology and fees as proposed or as modified in response to <br />comments, after the expiration of the period for comment. <br />Dated this 19th day of May, 1998. <br />James R.
