ADMINISTRATIVE ORDER N0.58-98-09 <br />of the <br />City Manager <br />PROPOSED AMENDMENT OF AIRPORT RULE 4.8, AND <br />OF EXHIBIT 2 TO TAE AIRPORT RULES AS ADOPTED <br />_ BY ADMINISTRATIVE ORDER NO.58-95-01. <br />The City Manager of the City of Eugene finds that: <br />A. Pursuant to the authority contained in Sections 2.019 and 2.430 of the Eugene <br />Code, 1971, the current Rules Governing the Use of Mahlon Sweet Airport <br />("Airport Rules") were adopted by Administrative Order No. 58-95-01 of the City <br />Manager on March 31, 1995. <br />B. Subsection 4.8 of the Airport Rules which regulates offensive conduct should be <br />amended to include within. its prohibitions conduct that interferes with the use of <br />the Airport facilities by others, interferes with or hinders Airport staff in the ` <br />performance of their duties, or is inconsistent with the purpose and intent of the <br />Airport. <br />C. The proposed amendment of Subsection 4.8 of the Airport Rules is necessary in <br />order to ensure the peaceful use of Airport facilities by members of the public and <br />facilitate employees in the performance of their duties. <br />D. Exhibit 2 to the Airport Rules adopted by Administrative Order No. 58-95-01 <br />depicts the designated speech areas within the terminal building lobby and <br />sidewalks adjacent thereto. Due to some design changes, those designated speech <br />areas should be amended as reflected on the Exhibit 2 attached hereto. <br />Based on the Above findings, which are hereby adopted, and pursuant to the <br />authority contained in Sections 2.Oi9 and 2:430 of the Eugene Code, 1971, I hereby <br />propose to: <br />1. Amend Subsection 4.8 of the Rules Governing the Use of Mahlon Sweet Airport <br />adopted by Administrative Order No. 58-95-01, to provide as follows: <br />4.8 Offensive Conduct. <br /> <br />4.8.1 No person shall commit at the Airport any act made unlawful by <br />Chapter 4 of the Eugene Code, 1971. <br />Idministrative Order - 2117/98 <br />
