Administrative Order No. 58-98-OS <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br />Parking Changes on Pearl Street between Broadway and 12th Avenue <br />The Traffic Engineer of the City of Eugene finds that: <br />A. The Eugene Code provides that the City Manager or the manager's designee shall <br />exercise specific traffic duties by administrative action, including: <br />- Implementing ordinances, resolutions, and motions of the Council <br />and his or her own orders by installing traffic control devices; <br />- Altering traffic control areas and traffic control devices including; <br />• Traffic control signals, signs, and pavement markings, <br />• Traffic lanes, and <br />• Parking areas; <br />and <br />B. Retail space is available on the ground floor level of new parking garages at the <br />southwest and northwest corners of Pearl Street and 10th Avenue; and <br />C. No on-street parking is available immediately adjacent to the retail space referred to <br />in Finding B; and <br />D. Removal of one travel lane on Pearl Street between Broadway and 10th Avenue will <br />not adversely affect roadway capacity; and <br />E. Existing on-street parking on the east side of Pearl Street between 10th and l lth <br />avenues is under-utilized; and <br />F. Businesses on the east side of Pearl Street between 10th and 1 lth avenues have <br />adequate off-street parking. <br />
