NOTICE OF INTENDED INCREASE IN <br />STORMWATER SERVICE CHARGES. <br />To: The Mayor and City Councilors of the City of Eugene, and other interested <br />persons. <br />NOTICE IS HEREBY GIVEN that Section C of Ordinance No.19984 adopted by the <br />Council and approved by the Mayor on September 28, 1994 provides that adjustments to <br />the monthly stormwater customer charges be effected by the City Manager pursuant to <br />Section 6.411 of the Eugene Code, 1971 (EC), which authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for wastewater service, <br />regional wastewater service, and stormwater service. <br />The City Manager has investigated the City's current revenue needs and cost of <br />operation of the City's stormwater service system and has proposed to increase the user <br />fees for stormwater service as hereinafter set forth. The proposed increases are <br />necessary in order to comply with the Council's directive that the costs of providing such <br />services be recovered from the beneficiaries of the services, and other applicable policies <br />and directives of the City Council; are consistent with applicable federal and state <br />regulations; are comparable to the amounts charged by the City of Springfield and other <br />such service providers for comparable services; preserve the equity between difference <br />classes of ratepayers; and are based on the proposed budget of the City. <br />The current monthly rates charged for stormwater service, which were established <br />by Administrative Order No. 58-04-13-F on June 16, 2004 and became effective on July 1, <br />2004, and the rates proposed to be effective on all bills issued on or after July 1, 2005, <br />within the City of Eugene's service area are as follows.: <br />Current Monthly Fee Schedule: <br />STORMWATER USER FEES <br />stormwater User fees are the sum of charges for impervious surface, street-related run-off <br />and an administrative fee. The three categories of "residential".fees all refer to single- <br />family dwellings, and are described as follows: <br />1. Small Residential Customer. Building footprint is equal to or less than <br />1,000 square feet. <br />2. Medium Residential Customer. Building footprint is greater than 1,000 <br />square feet and less than 3,000 square feet. <br />3. Large Residential Customer. Building footprint is 3,000 square feet or <br />greater. <br />All users other than single family homes and duplexes are included as <br />Commercial/Industrial. <br />Duplexes are charged at twice the rate for small or medium residential <br />Exhibit A -Notice -Page 1 <br />
