The Budget Committee also approved a number of changes to the Building and Park Facilities <br /> section of the draft CIP, as follows: <br /> --deleting several projects from the proposed CIP project lists because they are being <br /> funded as part of the current budget. <br /> --moving a number of projects from Unfunded to Funded, based on Parks and Open <br /> Space Bond funds or other funding sources. <br /> --adding several project sub-categories to indicate year-by-year proposed spending of <br /> Parks and Open Space Bond funds. <br /> --adding funding for the new library. <br /> (The attached CIP replacement pages include the proposed changes to the Building and Park <br /> Facilities section and the Transportation section of the draft CIP. Additional minor revisions <br /> have been included on these pages, to provide updated cost estimates on several projects and to <br /> ~ ensure that the list of unfunded projects on page 49 is consistent with the draft TransPlan project <br /> <br /> ~ list.) <br /> C. Alternatives/Options <br /> After hearing and considering public testimony, the City Council may choose to adopt the Capital <br /> Improvement Program with the changes recommended by the Planning Commission and Budget <br /> Committee, or modify those recommendations prior to adopting the CIP. <br /> D. Recommendation <br /> Staff recommends the Council, after considering testimony from the public, adopt the CIP with <br /> the changes recommended by the Planning Commission and Budget Committee. Specifically, <br /> the recommendation is to incorporate the changes included in the attached replacement pages to <br /> the draft CIP. In addition to the changes in project timing and funding discussed earlier, the two <br /> substantive changes would be: <br /> --deleting the Crest Drive area streets (Lorane, Crest, Friendly, Storey) from the <br /> Unfunded project list until a special transportation study of that area is completed and reviewed <br /> by the Council, and <br /> --adding the proposed funding of $120,000 for the four neighborhood transportation <br /> programs for fiscal year 2000. <br /> Unless directed otherwise by Council, staff would also incorporate in the final version of the CIP <br /> several minor wording changes suggested by the Planning Commission and/or Budget <br /> Committee. <br /> E. Timin <br /> In order to meet associated time lines for the City budget review and adoption process, the <br /> Council is requested to adopt the CIP no later than February 22. <br /> VI.
