I <br /> I <br /> proposes adding these projects to the Building and Park Facilities section of the CIP.) <br /> Planning Commission Recommendations <br /> No testimony was received at the Planning Commission's public hearing on the draft CIP on <br /> January 5. The Planning Commission voted to recommend that four of the programs listed as <br /> unfunded on page 41 of the document be funded at a minimum level of $40,000, using Road <br /> Funds transferred from Street and Alley Preservation. The four programs are: <br /> • Neighborhood Traffic Calming <br /> j Sidewalk Access Ramps <br /> • Street Lighting (Residential) <br /> • Street Tree Stocking and Planting Program <br /> The Commission also recommended that the four neighborhood collector streets (Lorane <br /> Highway, Crest Drive, Storey Boulevard, and Friendly Street south of 28`'') within the proposed <br /> ~ Crest Drive Study Area be deleted from the unfunded project list (page 49) until the City Council <br /> has reviewed and acted upon the Commission's recommendation for a separate study of <br /> transportation issues in that area. <br /> The Commission made a number of suggestions for improving the clarity of the CIP document, <br /> including the following: (a) in the Overview, clarify that the CIP deals with preservation of <br /> existing assets but not maintenance of those assets; (b) also in the Overview, provide more <br /> information about how projects are prioritized; (c) in the Transportation section, indicate which <br /> projects support or enhance the use of alternative transportation modes. <br /> Finally, the Planning Commission also expressed interest in further discussion of how the CIP <br /> can address and advance Growth Management Policies, including better identification of those <br /> proposed projects in the CIP that respond to GMS policies, and designation of funding sources <br /> <br /> j for potential infill/density/mixed use projects. As an example, the Commission suggested the <br /> scope and description of the Royal Avenue project (page 47) could be expanded to indicate that <br /> this street improvement project could contribute in a significant way to implementing one of the <br /> pilot nodal development projects currently in the planning stage. <br /> Budget Committee Recommendations <br /> The Budget Committee reviewed the draft CIP at its meetings of January 19 and 25, 1999. The <br /> Committee recommended that the four unfunded, neighborhood-oriented programs <br /> (Neighborhood Traffic Calming, Sidewalk Access Ramps, Residential Street Lighting, and Street <br /> Tree Stocking and Planting Program) be funded with a combination of $40,000 from the Road <br /> Fund as recommended by the Planning Commission, augmented with $80,000 in federal funds <br /> that the City is eligible to receive for this purpose in fiscal year 2000. The Budget Committee <br /> suggested the $40,000 of Road Funds be shifted from the Street and Alley Preservation project <br /> funding in FY 2000, unless staff proposes alternative funding sources to the Committee when the <br /> capital budget is presented this April. <br /> <br />
